This is a problem that came about with Microsoft Office 2003 Service Pack 3. It enabled administrators to block certain file types from being opened.  This could be seen as a security enhancement, but for people that work with uncommon file types (going from Lotus to Excel and back, for ex.), this poses a problem.

Microsoft has a KB article that details the solution (some registry settings).
